Consultancy
Data Base Strategic Planning (1982-present)
Department of Social Security - Led a team to develop the Departmental strategy for overcoming the performance limitations in the Model 204 database system to allow the Department to move to a full online update and integrated environment. This involved determining the transaction rates needed by the Department to meet its corporate objectives, determining the transaction profiles of the Department, deriving the available transaction rates for Model 204, liaison and discussions with CCA (the suppliers of Model 204).
This liaison with CCA involved identifying the internal bottlenecks and specifying the necessary changes to Model 204 software, assisting in developing the delivery timetable, and acceptance testing of these changes.
Mr Wilson developed the ADP strategy for that Department and the assisted in the detail design of the solution. The assignment involved the definition and examination of several options including the comparison of staffing and technical strategies.
Attorney General's Department - specified the environment necessary to be developed to support a distributed Oracle Data Base Management environment in the Department's Macintosh/Unix Network. Mr Wilson specified the procedures and where automation should occur to give the Department a blueprint for implementation of their DBA environment.
The environment consisted of LANs in each Region with each of these connected via a WAN to each other and the IBM mainframe.

Department of Defence - investigated the differences between the use of DB2 and VSAM for the Department's SSR Project and recommend the most appropriate Data Base Management System.IT Strategic Planning

Department of Community Services - Team member in a consultancy to determine the information requirements for the Department. This involved determining the information needed by the Department to meet its corporate objectives, deriving the information flows between major functions, identifying and rationalising the data items and deriving a corporate data model. The data model was then partitioned into logical information systems. Mr Wilson assisted in the development of the ADP equipment strategy for that Department and the documentation of the strategy in an ADP Strategic Plan. The assignment involved the definition and examination of several options including the comparison of various staffing and applications strategies.
Department of Employment and Industrial Relations - Mr Wilson directed a study into the database options open to the Department following the formulation of their Strategic plan. The strategy needed to support the corporate information model and the Department's systems and information technology strategy.

The Handicapped Citizen's Association of the ACT (Koomarri) - Mr Wilson determined the information needed by the Association to meet its corporate objectives, derived the information flows between major functions, selected the software and hardware to meet these information needs, and oversighted the implementation of the equipment.Information Analysis
Department of Territories - Project Leader managing a consultancy to determine the information systems requirements of that Department. The techniques of functional analysis and information flow analysis were used. The consultancy produced a high level view of the functions, objectives, structure, associated information needs, and a high level definition of the major systems requirements of the various areas within the Department.Office of Defence Production - Project Leader managing a consultancy to determine the information relationships between major systems undertaken within the Office's factories. Using the results of a previous study, the logical systems were identified. These systems were related to the functional requirements identified in the Office's RFT and detailed data interdependencies identified. These interdependencies were then used in the evaluation of the RFT.
Quality Assurance
Department of Social Security - provided detailed technical advice in the physical design for the Department's major appl;ications specifically with respect the redevelopment of theses appl;ications from a batch environment to online real time applications.Department of Social Security - provide the quality assurance role for the Department's pilot client/server application (Admission Assistant). Mr Wilson led the team for the provision of the mainframe database component.
Hardware/Software Acquisition
Department of Social Security - Mr Wilson was one of the team responsible for the selection the Departments new Smartcard Security System. Mr Wilson was responsible for evaluating the database, operational and network issues associated with implementing the new Security system on the Department's network. Mr Wilson was also a member of the Steering Committee for the project.Department of Community Services - Mr Wilson led the team responsible for the selection of the Systems Development Software (database, data dictionary, third and fourth generation languages, productivity aids, and end-user tools) for the Department. This required Mr Wilson to assist in the preparation of the final report.
Department of Communications - Mr Wilson was primarily responsible for the evaluation of the network (both software and hardware) aspects of this Request for Tender.
Hardware/Software Acquisition (continued)
Department of Social Security - Team member in the team responsible for the selection of the Data Management Software (database, data dictionary, fourth generation languages, data communication) for the Department. Mr Wilson performed the detail design of the evaluation method of the data management software. and prepared of the final report on data management software evaluation.Database Administration
Department of Social Security - Led the project for the design of the Department's partitioning strategy which would allow for multiple sets of users to update duplicate copies of the database concurrently. The databases would then be brought backed into alignment at specific times of the day.Department of Social Security - Led the team which reviewed the batch processing requirements of the Department. The objective of the project was to reduce the time taken to run this processing by 25% and to allow time for the alignment of databases. This objective was met and exceeded.
Department of Social Security - Reviewed the testing strategy and environment of the Department. As a result of the recommendations Mr Wilson acted as a consultant to the team responsible for the design and development of a standard testing environment. This project involved in reviewing the environments in seven disparate and independent computer centres, recommending a standard environment for processing across all computer centres and developing a test environment mimicking the standard production environment
Telecom Queensland - as senior consultant gave on-the-job training to Telecom staff in the areas of ADABAS database design and system design/implementation in the ADABAS/NATURAL environment.
Koranya Pty Ltd -managed the development of systems using ORACLE.
Department of Immigration and Ethnic Affairs - as consultant DBA Mr Wilson was responsible for the implementation of the ADABAS environment. Mr Wilson also undertook a performance tuning exercise of the Department's ADABAS systems. This resulted in the implementation of performance monitoring techniques and tools for the Department's on-line systems.
Department of Social Security - following the acquisition of Model 204 as part of Stratplan, Mr Wilson assisted the Department in the initial installation and testing of Model 204 environment.
System Design and Implementation
Department of Social Security - as Project Leader responsible for the database design for the development of the Department's first online update application (OBP) using Model 204. At various times Mr Wilson also relieved as project leader responsible for the development of the project as well. Mr Wilson led one of the two implementation teams for the OBP and was responsible for implementation in three States including the first State.Department of Community Services - as Project Leader developed the data model, the database design, User Guide, Test Strategy and program specifications for the SAAP Information System.
Department of Immigration and Ethnic Affairs - as Project Leader developed the Adult Migrant Education Program Information System. The system was implemented in a phased approach. Mr Wilson's responsibilities included:
- Project Leadership including planning
- Data analysis
- Database design
- Systems design
- User acceptance and handover
Department of Education and Youth Affairs- as Project Leader Mr Wilson was responsible for the implementation of a number of Departmental systems - the Ministerial Mailing, Language Teach Branch, Advanced Academic Awards, and Part-Time Teachers Payment systems.

Assistant Director (1982)
Assistant Director Applications (CSO4), with the Department of Immigration and Ethnic Affairs. Responsible for the management of all application development and database administration within the Department. The major responsibility was to manage and oversee the migration of the Department's systems from Burroughs to IBM.Database Administrator (1978-82)
Database Administrator (CSO3) for the Australian Bureau of Statistics. Responsible for the development and of the Bureau's Database Administration Strategy. Mr Wilson was also responsible for the normal DBA activities for the Bureau's ADABAS and System 2000 databases.Senior Programmer (1978-79)
Senior Programmer (CSO3) for the Australian Bureau of Statistics. Responsible for the evaluation of the data management facilities as part of the Bureau's re-equipment exercise.. Mr Wilson was responsible for the preparation of the data management sections of the RFT including the design of the database benchmark.Programmer/Analyst (1972-78)
Programmer(Class 5) to Programmer(Class 8), Repatriation Department. Responsible for applications programming, systems analysis and design including database design and administration for the Department's IMS systems, and providing technical IMS support in an IBM environment.
